چکیده

Complementarities in Innovation Policy by Pierre Mohnen and Lars-Hendrik Röller This paper develops a framework for testing discrete complementarities in innovation policy using European data on obstacles to innovation. We propose a discrete test of supermodularity in innovation policy leading to a number of inequality constraints. We apply our test to two types of innovation decisions: to innovate or not, and if so, by how much. We find that industries display a considerable amount of complementarity, with some industries being complementary across all obstacles. We also find that the lack internal human capital (skilled personnel) is complementary to all the other obstacles in almost all industries. In this sense, our results suggest that internal human capital is key for any innovation policy, insofar that it is complementary to all the other factors that might hamper innovation activities. A Review of a Literature on Innovation, with a Focus on Policy and Institutional Implications

The underlying rationale for this review is that policy implications cannot be automatically derived from analyses of innovation issues i.e. ‘normative’ does not automatically follow from ‘positive’. A view that policy application can be developed as an afterthought of positive analysis is similar to the logic of a linear innovation model whereby normative is derived in straightforward manner f...

A complexity approach to innovation networks . The case of the ž / aircraft industry 1909 – 1997

Successful innovation depends on complementary competencies in networks of producers, users, and governmental bodies. The effects of complementarities within innovation networks are modeled using Kauffman’s NK-model. From the model, the hypothesis is derived that producers, users, and governments self-organize in specialized innovation networks: producers of particular technologies increasingly...

Organizing Innovation: Complementarities between Cross-Functional Teams

Cross-functional teams play a potentially important part in the innovation process enabling knowledge sharing, the development of trust and overcoming spatial and organizational barriers. Using a supermodularity approach, we focus on potential complementarities which may arise when cross-functional teams are used in different elements of the innovation process in UK and German manufacturing pla...

This paper explores the triangle of relationships among product, process and organizational innovation, examining the complementarities and substitutes between these forms of innovation. Drawing from a large pooled sample of French and UK manufacturing firms, it investigates if firms can find a beneficial interplay between forms of innovation. A first analysis through a trivariate probit and a ...
